This is the first stage of the approval process and focuses on major design elements. The purpose is to address fundamental parameters early for all the agencies together in one submission, ensuring alignment with planning and building guidelines before more detailed work begins.

Land Use & Zoning Compliance:
Urban Redevelopment Authority (URA) will review the project in accordance to zoning, land use restrictions, and plot ratio guidelines. URA evaluates how the development fits within Singapore's broader planning objectives, including height controls, setbacks, and green space requirements.
Development Control Compliance:
Other agencies will also at the same time look at the necessary provisions or requirements to be complied with at planning development control level to ensure that the development can comply with at macro level.
With this gateway, it aims reduces design changes later by resolving key planning and design conflicts at the outset.
This is the final stage, where all detailed submissions are reviewed together by the agencies before construction begins. It ensures that all technical, safety, and regulatory aspects of the project are addressed.

URA: Final approval of building form, façade design, and urban integration.
BCA: Approval of detailed structural, architectural plans.
SCDF (Singapore Civil Defence Force): Ensures compliance with fire safety regulations, including escape routes and fire suppression systems.
PUB (Public Utilities Board): Reviews detailed drainage, sewerage, and water-related systems.
LTA (Land Transport Authority): Ensures road access, parking provisions etc are worked out in details.
NParks (National Parks Board): Approves greenery and landscaping plans.
The TOP allows the building to be occupied temporarily after inspections confirm that essential safety and compliance requirements are met.
Key Points:
Issued by the BCA after inspecting and approving key elements such as safety and accessibility and upon receiving no-objections and approvals from other agencies that works under their purview are also completed.
Allows occupancy while other works not affecting occupancy are still being completed.
The CSC is the final certification that signifies the building’s full completion and compliance with all regulatory requirements.
Key Points:
Issued by the BCA after confirming that all works, including any outstanding items from the TOP stage, are completed to satisfaction.
Represents the legal completion of the building, allowing permanent occupancy and use.
The Direct Submission Process (DSP) is a simplified approval method designed for small-scale and straightforward building projects, such as single-unit landed houses, pavilions, linkways, or racking systems.
Instead of following the standard 3-gateway approval process (Design, Piling, and Construction Gateways), the DSP combines all these stages into a single approval step before proceeding to the construction and then the final completion stage (TOP/CSC).
This streamlined approach makes it quicker and easier to secure approval for simpler projects, reducing unnecessary complexity associated with the usual process.
However, because DSP consolidates multiple stages into a single step, the initial design and detailed design / coordination stage amongst the consultants before making any submission may take longer compared to the standard 3-gateway process where the works are split up. This is because all regulatory and technical requirements and coordination must be addressed upfront before making any submission to the authorities.
