The relocation of Paya Lebar Air Base presents an opportunity to transform the site into a sustainable township that fuses its rich heritage with its aviation history. The design centers on the former runway, which serves as the primary axis for development, complemented by a secondary axis reflecting an old laterite road. The township is organized around five nodes representing historical rural settlements, each with its unique theme: aviation industry, light industrial craftsmanship, urban farming, water/reservoir park, and recreation. These themes create distinct identities for each township while connecting to the broader urban morphology.
The township employs an annular-parallel street pattern, blending strong linear elements like the runway with radial layouts around the five town centers. The "15-minute city" concept underpins the micro-scale planning, ensuring daily needs are accessible within walking or cycling distance. Sustainable infrastructure, such as district cooling, power generation, and pneumatic waste disposal, enhances self-sufficiency while minimizing environmental impact. The radial grid system, with 5-to-15-minute travel distances, ensures efficient connectivity across the township.
By combining historical significance, thematic diversity, and sustainable design, the future Paya Lebar township will serve as a self-sufficient urban hub and a unique landmark for Singapore. Its diverse town identities will foster vibrant communities and attract visitors, promoting both social and economic sustainability while showcasing Singapore’s innovative urban planning.
